I would suggest firstly no output change at the Govt. but it will liberate a massive pool of labour for general industry so productivity will rise. Not withstanding "institutionalization" of the people.

Not withstanding "institutionalization" of the people. Outside of the military I doubt 50% of the .gov labor force is capable of productive work in general industry. Bureaucrats don't make good machinists. Lawyers don't make good electricians. Etc.
I'm sure most of you have heard the joke about the Olympic rowing competition - the US lost horribly, and hired a consulting firm to figure out why. The firm noted that most nations fielded a team of 8 rowers and 1 cox'n, while the US team had 4 rowers, 3 cox'ns, a captain, and a maritime law expert. Recognizing the issue the US changed its team to include 2 rowers, 2 coxn's, a motivational speaker, a risk management specialist, a captain, an admiral, and a maritime law expert. They lost again, so they fired the consulting firm.
